In the last years, the digital technology for direct democracy has reached the level of maturity needed to expand worldwide and be used at all institutional levels. CONSUL (www.consulproject.org), a new project supported by more than 80 governments from all over the world is allowing citizens to decide directly the most important issues of their institutions. Participatory budgeting up to 100 million euros, large urban redevelopments, strategic plans on environment or economic issues have been decided using CONSUL in countries as Uruguay, regions as Jalisco, or cities as Madrid, Paris or Buenos Aires. A common open source technology available for any institution to change its relationship with the citizens.
